open to me but to advise His Excellency the Governor to leave the Reserves in which the area is comprised, in Military Reservation; and to make a Public Park adjoining the new European Reservation near Kowloon City.

I have now excluded from my valuation the

land at Kowloon East Battery referred to in paragraph 4 of your letter under reply nor do I wish to make any stipulation as to the road referred to in paragraph 5.

With regard to the general remarks appended

to your letter I have to remark that all resumptions of private

property within the areas proposed to be transferred to the War

Department at Devil's Peak and Nog Tau Kok will be made, at the

request of the Military Authorities, by the Colonial Government

but must be paid for by the War Department.

Your proposal that the Colonial Government

should if the area to be devoted to the "King's Farx" be valued

at a merely nominal value, grant the War Department certain right

of reclamation in Hunghom Bay, is only another way of asking the

Colony to pay a high valuation for the "King's Fark", for any

further reclamation in Hunghom Bay will be of very great value.

I have explained my reasons for valuing

the area to be devoted to the Park at a nominal sum and I regret

that I cannot modify that view.
